The PPP appears to be surrendering Guyana to the criminal elements. They are either unable or unwilling to deal with these criminals, they are a sad example of a weak government. Why are there no special forces created to deal with the Buxton question? What is the PPP waiting on? Do they not understand the responsibility of governance?  These are the questions that demand an answer from the people who elected this government.

In the early to mid 1970's ,the WPA was able to win over strong and active support from the widest cross section of the Guyanese population which proves the point that the people of Guyana are willing to cross racial ethnic lines but then it was against a Dictatorship , an illegal govt , a govt which proved to be unashamed of it's human rights and constitutional violations and abuses .

It must be noted that at the time , the PPP was the largest most
significant other political party in Guyana , although they took a rather
silent , inactive position concerning the Dictatorship , which possessed
the political clout to create a alliance with the growing and successful
WPA to remove this HORRIBLE dictatorship. The PPP failed to take advantage to this opportunity and preferred the PNC as Dictators to the WPA's overthrowing the PNC and the possibility of the PPP losing it's
hold/control over Indians , who are in the majority .


I am against these new concepts of Power Sharing and Shared Governance
since they will only serve to bring the PNC closer to the center of
control where they will be able to exert greater influence over the very
civil service arms which have served the interested of the PNC prior to ,
during and after their Dictatorship . Further , the PPP has a 40 years
history of being weak , lame and ineffective to govern , take command and
control , protect the rights of all Indians in Guyana .

In the face of all this , I have stated repeatedly that Indians have been
, are and will continue to be at the receiving end of violence and crime
whether we have a PNC or PPP govt . If govt systems we have now does not
function effectively it is not because the structure and systems of
governance is bad but rather because the elected govts abuse the systems .
What makes one think shared governance or power sharing will work better
when the problem is not the system but rather the people chosen by voters
to represent them
.

Here it is that after 12 years of 'democratic rule ?' we have a police and army who are unable to resolve crime issues and issues of making the
country ungovernable by the major opposition .

Where is the referee when the PNC is unwilling to play by the rules ,
where is the law when the PNC publicly call on it's supporters to burn ,
loot and kill law-abiding citizens ?

Systems for Shared governance , power sharing and inclusion already are in place , the problem is that Guyana lacks a government in the PPP who is willing to unapologetically enforce , restore and maintain law and order and this calls for radical measures which the PPP is AFRAID to take .

To my mind  , if someone is calling for shared governance it because the
present government has proven it's inability to govern at the most basic
level, that they are begging for mercy , for relief , for Indians , who
need the time and space to recover from 4 decades of sheer unrelenting
abuse.


I don't think the problem is that Jagdeo is a rotten branch but rather that the PPP itself is diseased , we need to either remove the cancer from the cause or remove the cause from the cancer .

Ethnic insecurities will continue to exist, as they do in just about every society ,as long as people are not penalized for abusing the human and constitutional rights of others .

The problem is that people have been carefully plodding courses of actions through complicated political terrain to avoid direct confrontation which has been one of the underlying causes for the present situation in Guyana
.

For 2004 , I hope people will remove the useless dressings employed to
camouflage the real issues, which is why we keep going around in circles ,avoiding the center , with the hope that some how by way of osmosis , the situation will self correct .

The power for changes lie in the hands of the people , if they continue to invest in the PNC and PPP we can be assured there will be greater more
rapid changes for the worst .

Guyana needs a major grass roots movement , it comes down to those who
desire real fundamental changes against those who commit preserving the
present political establishments . It can and my very well boil down to
Indians against the PPP & their Indian and Black stooges as well as the
PNC and their afro guyanese supporters either way , the situation cannot
be remedied clinically and sanitized .
